Starting from 2026, the Albanian Ministry of Infrastructure and Energy has announced a mandatory regulation requiring that all newly built residential buildings must reserve space and be designed for the installation of solar energy systems. This regulation is not an isolated building code, but rather a key measure taken by Albania at the legislative level through a series of comprehensive energy acts, in order to achieve national energy transition and carbon neutrality goals, and to align with EU standards.

As early as 2025, Albania witnessed a sharp increase in installed capacity, mainly from industrial and commercial (C&I) power plants and ground-mounted solar farms. At the same time, the government continued to increase subsidies for residential solar energy in order to promote the development of household photovoltaics. In July 2025, a multi-year energy program totaling €79 million officially came into effect, with the European Union contributing €50 million and the Albanian government co-financing €29 million. This program will provide renewable energy installation subsidies to approximately 8,000 households. Earlier, the first round of subsidies had helped nearly 2,000 households install solar water heating systems at a 70% subsidy rate. A second round of subsidies has also been launched and will support another 2,000 households. The growth in residential PV will naturally lead to long-term demand for professional cleaning services.
